Charles was the son of Thomas Jefferson Baker and Mattie Whiting.
Charles graduated from the University of Vermont in 1886 with a degree in engineering. He was a member of Phi Delta Theta and Phi Beta Kappa. From 1887 through 1917, Charles was the editor of "Engineering News", which was considered the leading engineering magazine of the time. In 1917, "Engineering News" combined with "Engineering Record", and Mr. Baker became the consulting editor of the combined publications (known as Engineering News-Record." He also practiced engineering, with an office in New York City. In 1889, Charles wrote "Monopolies and People." He also served on the board of commissioners of the Palisades Interstate Park.
On March 14, 1939, The New York Times published a letter from Charles Baker, warning ""... The United States has sat still, silent and blind, and cooperated with Japan to build its navy and supply its army, not realizing that we were helping to forge weapons to be used against us." Two and a half years later, his warning became reality.
Charles was living in Montclair, New Jersey when he married Rebecca Wheeler on June 4, 1890 in Vermont.
Their children include Jefferson W Baker, born April 7 1891 in New Jersey.
The University of Virginia Archive includes a collection of Charles and Rebekkah's personal and family papers.
